- Opportunity Identification & Intelligence
- Map annual departmental budgets, schemes and state-specific initiatives across 8 NE states.
- Build a 12 - 18 month government deal pipeline per state.
- Budget & Policy Alignment
- Understand state budget cycles, allocation heads, and approval hierarchies (Director → Secretary → Minister).
- Work with internal finance team to align pricing, payment milestones, and financial structuring to match government rules/compliances.
- Tender & Bid Management
- Lead drafting of Expressions of Interest (EOI), Request for Proposals (RFP), and technical bids as per government norms (e-tendering portals, GeM, state-specific SGL e-procurement).
- Ensure compliance with eligibility criteria, technical specs, and commercial terms.
- Partner with legal/consultants on pre-bid queries, corrigendum responses, and risk mitigation.
- Bid Participation & Evaluation
- Register and manage bids on platforms like state eProcurement portals, CPP, GeM, etc.
- Prepare techno-commercial bids, including presentations, proof-of-concept (PoC) setups, and field demonstrations for evaluation committees.
- Handle pre-bid meetings, query resolution, and post-bid presentations.
- Respond to tenders with near-zero compliance rejections
- Stakeholder Presentation & Closure
- Present to State Project Directors, Secretaries, and committees on solution value, past success in similar environments, and long-term opex models.
- Negotiate contract terms, service level agreements (SLAs), and payment release milestones.
- Closure: Secure work orders, LoAs, and ensure contract signing with all necessary attestations.
- Win through superior techno-commercial positioning, not just lowest price
- Post-Award & Account Growth
- Hand over project execution details to delivery team but retain government relationship for:Payment follow-ups, Contract renewals, Change orders and scope expansion.
- Repeat by turning each closed contract into a reference for neighbouring states
- Required Experience & Competencies
- Years: 12+ years, with at least 6 years in government business development
- Sector: Education, skilling, social welfare, or public infrastructure projects
- Geography: Worked in at least 4 of the 8 NE states (Assam, Arunachal, Meghalaya, Mizoram, Manipur, Nagaland, Tripura, Sikkim)
- Tender Lifecycle: Independently handled minimum 10 government tenders from identification to award (value ₹1 Cr+ preferred)
- Budget Knowledge: Familiar with state budgeting process including PABs and similar process for State &Centrally Sponsored Schemes
- Languages: English + at least one NE state language (Assamese, Khasi, etc.)
