Position Summary
Key job responsibilities:
Enterprise technology delivery strategy
- Define and execute the technology delivery strategy aligning with Digital delivery leader and in partnership with senior technology stakeholders.
- Establish the delivery operating model, governance structure, decision forums, standards, and escalation paths across the technology organization.
- Define common expectations for planning, milestone management, dependency tracking, risk management, release readiness, and executive reporting.
- Ensure delivery governance is consistent across domains while allowing appropriate flexibility for different products, platforms, infrastructure, data, and cybersecurity initiatives.
- Establish a delivery maturity roadmap covering process, people, technology, tooling, metrics, and organizational capability.
- Translate technology strategy into an actionable portfolio execution model.
- Own the integrated view of the technology portfolio, including scope, milestones, delivery commitments, dependencies, risks, capacity, release timing, and forecast confidence.
- Provide senior leadership with a fact-based view of portfolio health and emerging delivery constraints.
- Lead portfolio planning and prioritization discussions involving scope, sequencing, capacity, risk, investment, and business outcomes.
- Challenge delivery assumptions and commitments constructively when they are not supported by scope, capacity, technical readiness, or dependency conditions.
- Establish consistent portfolio health metrics and definitions for delivery status, readiness, risk, and confidence.
- Identify systemic delivery constraints and recommend enterprise-level interventions.
- Ensure material forecast changes are surfaced early with impact analysis and recommended actions.
- Establish independent delivery assurance practices for strategic, complex, and high-risk initiatives.
- Ensure TPMs maintain integrated delivery plans with clear milestones, ownership, entry criteria, exit criteria, dependencies, and decision points.
- Monitor delivery performance across programs and intervene when risks indicate potential impact to scope, schedule, quality, cost, security, or compliance.
- Lead governance reviews for priority initiatives and ensure actions, decisions, and escalations are documented and closed.
- Ensure delivery teams use evidence-based forecasting rather than activity-based status reporting.
- Align product, engineering, quality, infrastructure, cybersecurity, data, and business stakeholders around realistic delivery commitments.
- Establish an integrated approach for identifying, assessing, mitigating, escalating, and closing portfolio-level risks and dependencies.
- Ensure cross-domain dependencies across Functional, Data, Infrastructure, Cybersecurity, Platform, Product, and Engineering teams are visible and actively managed.
- Lead resolution of complex delivery blockers that require senior stakeholder alignment or cross-organizational intervention.
- Maintain a portfolio-level RAID and decision management process with clear owners, due dates, mitigation plans, and escalation thresholds.
- Translate technical risks into business, operational, security, compliance, and customer implications.
- Facilitate scenario planning for material risks, including sequencing options, capacity constraints, release impacts, and contingency plans.
- Ensure recurring risks are addressed through structural improvements rather than repeated tactical escalation.
- Oversee the Release Management organization and establish an integrated release governance model across products, platforms, infrastructure, data, and cybersecurity.
- Own the enterprise release calendar and ensure conflicts, capacity constraints, environment dependencies, and business impacts are visible.
- Establish release readiness standards covering scope, quality, testing, security, infrastructure, data, operations, support, communications, rollback, and hypercare.
- Coordinate with cybersecurity, privacy, risk, quality, control owners, and business stakeholders on release governance matters.
- Ensure post-release reviews capture compliance exceptions, residual risks, lessons learned, and improvement actions.
- Ensure go/no-go decisions are supported by clear readiness evidence, unresolved risks, decision rights, and escalation paths.
- Improve release predictability, deployment reliability, operational readiness, and post-release performance.
- Ensure significant release incidents are managed through appropriate escalation, root-cause analysis, corrective action, and executive communication.
- Review release performance trends and sponsor improvement initiatives to reduce recurring deployment issues and late-stage delivery friction.
- Serve as a trusted delivery advisor to the Digital Delivery Leader and senior technology, product, engineering, infrastructure, cybersecurity, data, risk, and business leaders.
- Prepare executive-ready reporting on portfolio health, delivery confidence, risks, dependencies, releases, compliance readiness, and decisions required.
- Lead senior governance forums and ensure discussions result in clear decisions, accountable owners, and time-bound actions.
- Communicate difficult delivery information with clarity, transparency, and a focus on options and recommended actions.
- Represent the technology delivery organization in enterprise planning, transformation, risk, release, and operating model discussions.
- Build strong relationships across member firm, global, local geography, and offshore stakeholders.
- Lead and develop a high-performing organization of Technical Program Managers, Release Managers, and release compliance professionals.
- Establish the appropriate organizational structure, spans of control, role definitions, capability requirements, and succession plans.
- Set clear performance expectations and development objectives for team members reporting directly.
- Hire, retain, coach, and develop talent aligned to current and future technology delivery needs.
- Create career paths, communities of practice, mentoring programs, and knowledge-sharing mechanisms.
- Promote a culture of accountability, transparency, constructive challenge, collaboration, and continuous improvement.
- Develop successors and ensure the organization is not dependent on a small number of individuals.
- Establish a balanced set of delivery, release, risk, compliance, quality, and organizational health metrics.
- Track trends such as forecast accuracy, milestone predictability, dependency aging, risk aging, release success, approval cycle time, and post-release issues.
- Use data, retrospectives, stakeholder feedback, and operational results to identify improvement priorities.
- Sponsor improvements to delivery tools, dashboards, reporting automation, governance workflows, and documentation.
- Measure improvement based on business and delivery outcomes rather than process activity alone.
- Establish a recurring maturity assessment and improvement roadmap for the TPM and Release Governance organization.
- Share effective practices across technology domains and scale successful delivery patterns.
At least one of the following accreditations:
- Project Management Professional (PMP)
- Six Sigma (Green or Black Belt)
- SAFe certification
- ITIL certification
- 12+ years of experience in Technical Program Management, Engineering Program Management, technology delivery, product delivery, transformation, or a related discipline.
- 7+ years of experience leading multi-disciplinary technology delivery teams or organizations.
- Proven experience leading a multi-disciplinary technology delivery organization.
- Demonstrated ability to connect technology strategy, portfolio execution, delivery governance, and business outcomes.
- Strong experience leading large-scale transformation across multiple technology domains.
- Experience with cloud platforms, distributed systems, enterprise data platforms, cybersecurity programs, DevSecOps, or enterprise infrastructure.
- Experience leading platform modernization, cloud transformation, application modernization, or technology operating model transformation.
- Strong understanding of software development lifecycles, Agile, hybrid, and scaled delivery methods.
- Experience improving portfolio predictability, release reliability, delivery transparency, and operational readiness.
- Strong experience managing cross-functional dependencies, risks, issues, assumptions, decisions, and escalations.
- Experience with portfolio-level capacity, resource, sequencing, and prioritization decisions.
- Strong executive presence and ability to influence senior stakeholders.
- Excellent written, verbal, and presentation skills.
- Ability to communicate complex technology, delivery, security, and compliance matters in clear business terms.
- Demonstrated ability to influence across a matrixed organization without relying solely on formal authority.
- Strong organizational design, talent development, coaching, succession planning, and performance management skills.
- Strong analytical, consultative, quantitative, conceptual, and problem-solving skills.
- Experience defining delivery metrics, maturity models, operating models, and continuous improvement roadmaps.
- Ability to lead through ambiguity, competing priorities, organizational change, and high-pressure delivery situations.
- Experience with Azure DevOps, Jira, Confluence, Power BI, SharePoint, or similar delivery and collaboration tools.
- Proficiency with Microsoft applications, including Excel, PowerPoint, Project, Teams, and related collaboration tools.
- Ability to collaborate effectively as part of a global, remote team.
- Awareness of SOC 2, ISO 27001, GDPR, data privacy, cyber risk, secure development, and technology control frameworks.
- Experience working in a highly regulated technology environment with formal approval gates, evidence requirements, and production release governance.
- Experience improving deployment frequency, release success, platform reliability, operational resilience, or service readiness.
- Experience developing business cases, investment recommendations, technology roadmaps, and portfolio prioritization models.
- Experience managing vendor, partner, or global delivery relationships.
- Experience leading organizational change, workforce planning, or technology capability-building initiatives.
- Experience using automation, analytics, or AI-enabled tools to improve delivery reporting and governance.
- Experience serving as a senior advisor to technology executives, business leaders, or transformation sponsors.
