Job Description


  • Core Mandate
  • Run the India hub PMO — governance, cadence, stage-gates, RAID and reporting
  • Stand up and mature the hub operating model — ways of working, DubaiIndia RACI, tooling and working rhythm — and onboard and ramp the team to steady-state
  • Break work down into activities and tasks and manage them to completion across all India workstreams
  • Track what people are working on, against initiatives — timesheets, activity and utilisation, with a clear definition of productive-vs-available capacity, weekly capture and submission-compliance
  • Own the hub's delivery SLAs and quality standards — on-time task completion, timesheet-submission compliance, reporting timeliness and rework / quality — and drive throughput improvement
  • Own comms and change management as a core part of the role
  • Present the outputs — a standard reporting pack and dashboards to the leadership team on a fixed cadence
  • Lead and develop the India team and safeguard the control, information-security and quality environment
  • Key Responsibilities
  • PMO Governance & Cadence
  • Establish and run the India governance cadence — stand-ups, reviews, stage-gates and escalations — aligned to the wider PMO rhythm and the RACI with the functional leads
  • Run the DubaiIndia working rhythm — overlap-window syncs, handoffs and cross-side dependency management — so India work stays connected to the Dubai leads and no dependency stalls silently
  • Operate a defined escalation path with explicit triggers (slippage, blocked dependency, capacity breach) into the PMO Lead and functional leads — surface early, with options
  • Define and maintain PMO structure, standards and ways of working for the hub
  • Planning, Work Breakdown & Task Management
  • Run a structured intake for work entering the hub — capture, prioritise and assign against agreed capacity — holding the boundary to the Demand function
  • Break initiatives down into activities and tasks with owners, plans and deadlines
  • Manage the tasks to completion; track progress against plan, manage cross-workstream and Dubai-side dependencies, keep critical path and blockers visible, and drive corrective action
  • Timesheets, Activity & Utilisation Tracking
  • Define utilisation explicitly — productive / allocated time vs available capacity — and maintain the person-level view against initiatives
  • Own weekly timesheet capture and its data quality — drive on-time, accurate submission (submission-compliance %) and chase gaps
  • Maintain a consistent activity / initiative taxonomy so booked time rolls up cleanly to initiatives and reporting; flag over- and under-utilisation (portfolio capacity-vs-demand sits with the Demand function)
  • Comms & Change Management
  • Run the internal hub comms rhythm — stand-ups, updates, onboarding comms — and the DubaiIndia information flow, so both sides always hold the same picture
  • Drive and evidence adoption of new ways of working — track uptake and address resistance, not just roll out
  • Reporting & Visibility (Presenting the Outputs)
  • Maintain a single source of truth on India activity, delivery and risk
  • Publish a standard hub reporting pack on a fixed cadence — tasks / delivery status, utilisation, RAID, SLA / throughput and change adoption — under a defined leadership reporting contract (what, when, format)
  • Build and maintain the dashboards (e.g. Power BI / Monday.com views) that give leadership self-serve visibility between reporting cycles — no surprises
  • Team Leadership, Control & Information Security
  • Lead, coordinate and develop the India team; local line management, onboarding, ramp and capability uplift
  • Own access provisioning / de-provisioning (joiner-mover-leaver), data classification and handling, endpoint / remote-access and clean-desk standards, and confidentiality / NDA compliance — aligned to DAMAC information-security policy; target zero data incidents
  • Own coverage and continuity (key-person and BCP) to manage offshore attrition risk, and maintain the delivery-quality environment

Experience


  • 8–10 years in PMO / programme management, transformation delivery or capability-center / delivery-hub leadership (Senior Manager level)
  • Direct experience standing up and running an offshore / nearshore delivery hub or capability center (GCC / GDC) — mobilisation through steady-state
  • Strong PMO background — governance, planning, work breakdown, tracking, utilisation and reporting; proven leadership of distributed teams across locations and cultures
